Mission, objective and
main tasks
The organization's mission is to render assistance
to individuals, legal entities, central and local governments in settling
societal relations in housing in order to create comfortable and safe living
conditions.
The Center's objective is to provide comprehensive
advice to central and local governments, to all the legal entities and
individuals concerned in order to ensure successful completion of housing
and municipal reforms in Ukraine, as well as to render assistance in further
improvement and development of market relations in this sphere of the national
economy.
In order to reach this goal it is necessary
to fulfill a number of major tasks which involve facilitating the following:
- improving public living conditions and raising housing services standards
in Ukraine;
- drafting new and amending effective legal and normative acts in Ukraine;
- drafting and approving relevant local and regional documents pertaining
to housing and municipal reforms;
- providing advice for setting up and operating condominiums and other
housing and utilities structures and organizations;
- improving training of highly competent specialists for real estate operations
and housing and municipal economy;
- other activities aimed at successful implementation of housing and municipal
reforms in Ukraine.
Basic principles and
priorities
The Center staff strictly adhere to a number
of principles in their work, the major being as follows:
- clear awareness of the goals. Each staff member
is clearly aware of both general and his/her personal goals and tasks;
- functions definition. Each employee is conscious
of his/her functional duties and of the responsibility extent;
- initiative proposals. Any Center employee can
submit a proposal regarding improving the Center's operation. Any proposal
is guaranteed thorough consideration and, if relevant, a decision will
be taken on it;
- collegial problems discussion. Every important
decision to be made shall be first discussed with the staff. This principle
is directly linked to the next one;
- personal responsibility. Office directors and
Central Office chief executives are held personally responsible for implementing
decisions taken by them upon broad discussion;
- rendering comprehensive services. Every advisory
session shall be comprehensive and involve multi-faceted approach to problems
(technical aspects, methodological assistance, legal advice, providing
statistics, sharing know-how, providing required literature, ongoing consultative
support, etc.);
- reporting on a regular basis. Each employee
and the center as a whole report on the progress in programs implementation
on a regular basis. Copies of consolidated reports drawn by the Central
offices shall be sent to the regional offices;
- operation transparency. The Center's programs
and financial operations are open;
- multi-stage control. The Center's whole operation
is open any time for checking by the
General Meeting, the Board, the Auditing Commission,
the grant donor, an independent auditor, other organizations within their
jurisdiction
Since its foundation, certain operation priorities
took shape in the Center. The major priorities include:
- creating the image of stability and credibility
for the organization; of integrity and high professionalism for its employees;
of efficiency and sustainability for the programs, realizing the fact that
the society shapes its attitude (trust or mistrust) not only to the specific
organization, but also, in its person, to all new non-governmental and
not-for-profit organizations in Ukraine;
- operating solely within the limits established
by the Ukraine's effective law;
- the Board and administration pursuing policies
which ensure that no Center employee will be denied participation in the
organization life and organization support, or be otherwise discriminated
by it due to his race, skin color, nationality, age, religion, social status,
physical disabilities, sex, etc.;
- respect for dignity, values, history, religion,
culture of any person who is a part of the organization;
- reducing expenses from the grant funds for the
organizations domestic needs; their maximum use for program implementation;
- absolute impossibility of using organization
funds for its employees' personal benefits or as incentives for its supporters;
- conducting market studies, flexible strategic
planning of operation with regard for possible changes in internal and
external operation environment.
