ORGANIZATION HISTORY
Foundation
Over the past few years housing and municipal
economy issues have become pressing for cities and towns of Ukraine. Continuous
budget deficit, sparse financing allocated for developing this sphere of
the municipal economy, low paying capacity of the public result in speedy
deterioration of the housing stock and municipal infrastructure. The state
has almost stopped constructing new housing or overhauling the existing
stock and utilities.

PADCO/USAID role in creating
the Center
INGO "Housing and Municipal Reform Support
Center" was set up on the basis of four regional offices (Kyiv, Kharkiv,
Odessa and Lviv) of the International Planning and Development Company
(PADCO), USA, with direct advisory assistance rendered by specialists both
from the United States Agency for International Development (USAID) and
from PADCO proper.
PADCO was extremely instrumental at the initial
stage of reforming housing and municipal sector when the Government of
Ukraine asked the US Government for assistance in market-oriented transformations
in this country.
In 1992 the Memorandum on Cooperation between
the governments of Ukraine and the USA was signed providing local governments
and state structures with ample opportunities to draw on free assistance
rendered by numerous renowned US companies in shifting Ukrainian economy
towards a modern democratic and market-oriented society.
PADCO turned to be among the first American companies
invited to Ukraine by USAID for practical implementation of reforms' technical
support program. Beginning with 1993, as USAID official contractor PADCO
started carrying out pilot projects in Kyiv, Lviv, Odessa and Kharkiv aimed
at setting up the first condominiums in Ukraine and at using competition
for identifying private maintenance and repair companies (private management
and maintenance program). In 1995 the Lviv office started working towards
restructuring local Vodokanal facilities.
In 1997 the INGO "Housing and Municipal Reform
Support Center"(the Center) took over from PADCO all its functions
with respect to rendering assistance in implementing housing and municipal
reforms in Ukraine. Three US PADCO experts were among the organization
founders, while the majority of Ukrainian specialists working with PADCO
formed the backbone of the Center's current staff
