PLANS FOR OPERATION DEVELOPMENT
AND PROSPECTS FOR ITS FINANCIAL SUPPORT

Great demand for the Center's current services, steady growth in the number of the organization's clients, as well as interest on the part of prospective clients testify to the fact that the program for condominiums formation and the program for housing private management and maintenance will continue to be topical in Ukraine until housing reform is completed. Therefore, these programs will remain in the focus of the Center's activities.
At the same time, objective changes in economy and in society which are due to practical steps taken towards forming commodities and services markets in Ukraine, marketing studies carried out by the Center's experts, as well as our clients' direct requests show the necessity to broaden the range of services offered by the Center.
Today the Center specialists are ready to provide additional services which are in actual demand. These are basically as follows:
- providing consultations and drawing the necessary documents for establishing and fixing the boundaries between the condominium buildings' adjacent territories;
- preparing the package of legal documents necessary for having the condominium registered ("turn-key");
- assessing the value of a residential building - future condominium and its adjacent land plot;
- developing business-plans for companies and Zhek's for participating in competitions;
- drafting laws and regulations in housing and municipal sphere both on the national and local or regional levels;
- setting up a business school for residents and specialists;
- providing consultations and drafting projects for improving environmental conditions;
- providing legal consulting and protecting interests in the court of law;
- accepting and transferring housing to the local Councils' jurisdiction;
- developing cost estimates for private companies engaged in housing maintenance;
- rendering marketing services on the repair and construction market;
- providing expert services during the acceptance of construction and repair work;
- providing accounting and auditing services;
- designing method guides, reference books, manuals, courses of lectures (for educational establishments concerned) on implementing housing reform;
- providing consultations in and practically developing housing reform programs on the local and regional levels.
Given the not-for-profit nature of the Center's operation, it is planned to have the programs financed at the expense of continuous search for and attraction of foreign donors aiding Ukraine in putting in place efficient market economy, as well as domestic sponsors.
